Ties share a rank. "Federal observed" counts the 11 federal holidays on which the state's own offices close. Days whose date is set each year by the Governor count even if the 2027 date is not announced yet.

  1. Hawaii: Under the published rules, Prince Jonah Kuhio Kalanianaole Day and Good Friday fall on the same date in 2027 (March 26); the state may designate another day.
  2. Texas: Holidays on a weekend are not moved to a weekday in this state. In 2027, Independence Day, Christmas Day and Day after Christmas fall on a weekend, so state offices close on 9 weekdays.
  3. Arkansas: Under the published rules, Christmas Day and Christmas Eve fall on the same date in 2027 (December 24); the state may designate another day.

* December 31, 2027. New Year's Day 2028 falls on a Saturday, so 44 states also close their offices on Friday, December 31, 2027. That day belongs to 2028 and is counted there, not here. Official 2027 schedules often include it, so they can show one date more than this ranking: Indiana's 2027 holiday memo lists 15 weekday closing dates for its 14 holidays.

Methodology

What is counted. For each state, the number of days in 2027 on which state government offices close with pay for employees: the federal holidays the state observes, plus additional statewide paid holidays (for example the Day after Thanksgiving, Christmas Eve or a state admission day). A federal holiday renamed by the state (such as "Lincoln/Washington Day" on Presidents' Day) counts once. When a holiday falls on a weekend it still counts as one holiday, whether the state closes on the Friday or Monday instead, gives holiday credit (California, Massachusetts, New York, Wisconsin) or does not move it at all (Texas). Each holiday counts in its own year: New Year's Day 2028, observed on Friday, December 31, 2027 in most states, counts for 2028.

What is not counted. Floating or personal holidays (shown in their own column), half-days, holidays observed only in some counties or cities, commemorative days on which offices stay open, and election days that are only holidays in election years. Confederate-era holidays are excluded as a matter of editorial policy; they still close state offices in South Carolina (Confederate Memorial Day), Alabama (Confederate Memorial Day, Jefferson Davis' Birthday) and Mississippi (Confederate Memorial Day).

Sources. Each state's schedule was checked against its official state HR, personnel or comptroller publication or the statute (verified 2026-10-14). 22 states have published their 2027 schedule; for the others, 2027 dates follow from their current rules. For Nebraska, Louisiana, Nevada and Tennessee the official schedule could only be read in part, so those figures carry more uncertainty. State employee holidays are set by statute and, in some states, by collective bargaining agreements that can differ for specific bargaining units; the figures reflect the general schedule for state employees. Frequently asked questions

Which state has the most paid holidays in 2027?
Indiana, with 14 paid holidays for state employees (federal holidays observed by state offices plus additional state holidays). Floating days are not counted.
Which state has the fewest paid holidays?
Florida, Iowa, Mississippi, Wisconsin and Wyoming, with 9.
Why does Indiana's official 2027 holiday memo list 15 days, not 14?
For offices working Monday to Friday the memo lists 15 closing dates. The last one, Friday, December 31, 2027, is the observed New Year's Day 2028 (January 1, 2028 is a Saturday), so it counts toward 2028. That leaves 14 paid holidays that belong to 2027.
Do private employers have to follow state holidays?
No. State holidays apply to state government offices and employees. Private employers set their own holiday schedules; banks follow the Federal Reserve calendar and schools their district calendar.
Why are Confederate holidays not counted?
They are excluded from the ranking and from this site's calendars as a matter of editorial policy. Where they still close state offices, the state's page says so (currently 3 states). Counting them would add one to three days for those states.
